China national tourism administration (cnto) has decided on an action plan for poverty alleviation through tourism. It plans to provide special support to poverty-stricken areas in terms of talents, financing and entrepreneurship every year. There will be no less than 1,000 poverty alleviation projects through tourism and the fund will be no less than 300 billion yuan. Recently, the national tourism administration, in collaboration with 12 departments, jointly formulated the action plan of rural tourism poverty alleviation project, which identified 22,600 poverty-stricken villages that have the conditions to develop rural tourism, involving 2.3 million registered poverty-stricken households.

1. General requirements

2. Basic principles: central planning and local responsibility. In accordance with the management system under which the central government makes overall planning, provinces (autonomous regions and municipalities directly under the central government) take overall responsibility, and counties (cities, districts and banners) take full responsibility for implementation, the relevant departments of the central government are responsible for formulating supporting plans and making clear work arrangements. All provinces (autonomous regions and municipalities directly under the central government) shall be responsible for poverty alleviation through rural tourism within their respective jurisdictions, and integrate provincial resources for support. Governments of all counties (cities, districts and banners) should organize and implement poverty alleviation projects to ensure that policies and measures are implemented and that poverty alleviation funds are put to the best use. In accordance with the requirements of "six precise measures", we will precisely target key villages, registered poor households and poor people for rural tourism poverty alleviation, and take targeted measures to effectively improve the effectiveness of rural tourism poverty alleviation and poverty alleviation work.
The main task of rural tourism poverty alleviation project
(1) to formulate a scientific poverty alleviation plan for rural tourism. 6. Special action on financial support for poverty alleviation through tourism. We will accelerate the construction of a library of rural tourism poverty alleviation projects, coordinate resources to support CDB, agricultural development bank and other Banks in providing innovative financial services, and design supporting products that conform to the characteristics of poverty alleviation projects through tourism and match the cycle of poverty alleviation projects through tourism. We will explore ways to establish rural tourism investment and financing entities, guarantee platforms, risk reserve system and credit rating system, give priority to granting credit to key villages for rural tourism poverty alleviation, provide small loans to poor households, and relevant departments will offer discount interest on loans. 7. Special action on poverty alleviation model innovation and promotion. The environmental protection department shall guide the comprehensive improvement of the environment in key villages. The housing and urban-rural development departments shall guide the improvement of the living environment of key villages, the protection and planning of scenic spots and historic sites. The water conservancy department is responsible for guiding the protection and utilization of resources in rural rivers, lakes and water conservancy scenic spots. The agricultural department is responsible for the development of featured agricultural products in key villages, promoting the development of leisure agriculture and the construction of beautiful villages. The forestry department shall guide the development, utilization and protection of forest tourism resources and build high-quality scenic spots. The poverty relief office is responsible for coordinating the use of poverty alleviation funds and micro-credit loans, and supporting key villages to register poverty-stricken households in rural tourism projects. The China development bank and the agricultural development bank of China have innovated financial products and increased financial support for poverty alleviation through tourism.
2. Strengthening organizational coordination.
