In accordance with the decision and deployment of the CPC Central Committee and the State Council to promote coVID-19 epidemic prevention and control and economic and social development as a whole, and in light of the overall situation of coVID-19 prevention and control, in order to do a solid job in the "six stability" work, fully implement the "six protection" task, and promote tourism enterprises to resume work, we hereby notify the following:



I. Work matters



(1) Inter-provincial (regional and municipal) group tourism shall be resumed. On the premise of epidemic prevention and control and with the consent of the party committee and government of the province (region, city), cultural and tourism administrative departments of each province (region, city) may resume inter-province (region, city) group tourism and "air ticket + hotel" business of travel agencies and online tourism enterprises. Group travel and "air ticket + hotel" business are not allowed in middle and high-risk areas. The inbound and outbound tourism business will not resume temporarily.



(2) Measures to adjust the limits of tourist attractions. Tourist attractions should continue to implement the requirements of "limited quantity, reservation and wrong peak", and the reception of tourists should not exceed 30% of the maximum capacity to 50%. Under the premise of strictly implementing the prevention and control measures, we should open the indoor places of scenic spots by making appointments and restricting traffic.



Ii. Job requirements



1. Strengthening epidemic prevention and control management. Local governments should give top priority to epidemic prevention and control and make overall plans for tourism safety. According to the principle of "who organizes, manages and is responsible", the main responsibilities of tourism enterprises should be further consolidated, and tourism enterprises should be guided to formulate emergency plans, so as to clarify epidemic prevention and control and emergency measures and disposal procedures for safety emergencies. Travel agencies should be urged to control the size of their teams, do a good job in trip management, and take prevention and control measures throughout the process of attracting, organizing and receiving tourists. Online tourism enterprises shall follow the Guidelines on Prevention and Control Measures for Orderly Resumption of Operation of Travel Agencies.



2. Standardize the order of the tourism market. Local governments should innovate their development concepts, support tourism enterprises in making comprehensive use of scientific and technological innovations, promote integrated development online and offline, expand the resumption of work and business, accelerate transformation and upgrading, and focus on improving service quality. Trade organizations should advocate honest management, strengthen self-discipline and strengthen self-supervision. Tourism enterprises should carry out quality responsibility, strictly implement product quality standards and service standards, and constantly enhance tourist satisfaction.



(3) Strengthen the open management of tourist scenic spots. In accordance with the Guidelines on Epidemic Prevention and Control measures for The Restoration and Opening of Tourist Attractions, tourist attractions should strengthen cleaning, disinfection and garbage sorting. Targeted measures should be taken at important tourist attractions, viewing platforms, traffic connections, narrow passageways, ticket-buying and catering areas where tourists are likely to be congested, to strengthen guidance and guide tourists to do a good job in safety protection.



4. Establish a new fashion for civilized tourism. All localities should carry out civilized tourism publicity in various forms and guide tourists to comply with epidemic prevention requirements, safety warnings and civilized tourism regulations in tourist activities. We will encourage and support tourism enterprises to innovate service models and promote new ways of health tourism such as "separate meals" and "public chopsticks". We will strengthen publicity and education for tourists, guide them to pay attention to hygiene, refuse game, consume rationally, and establish a new fashion for civilized, healthy and green tourism.



(5) Enhancing the capacity for emergency response. All localities should strictly implement their territorial management responsibilities, strengthen coordination with local health departments, strengthen cooperation between the authorities of tourist destinations and tourist sources, and improve their prevention, control and emergency response capabilities. According to the prevention and control plan and emergency plan, carry out emergency drills, hidden dangers detection, risk assessment and other work, timely identify emerging problems and effectively deal with them. Any abnormal situation should be reported in time and relevant business activities should be suspended.



(6) Doing a good job in the safety of tourism during the flood season.
